It appears that you are missing all of the songs in your playlists on your iPhone, but they are still available on your laptop. Having access to all of your music is important. What I'd like to have you do is to turn off iCloud Music Library on your iPhone by going to Settings > Music > iCloud Music Library. Then wait a few seconds and then turn it back on. If you are given the option to 'Keep Music' or 'Delete & Replace', Pick the 'Delete & Replace' option. Give it some time to load up and then check your playlists and see if the music has returned to your playlists.
